Update to the ACF sanctions lists

This week, we made some minor changes and additions to the lists, based on the information we received in our emails. 

The main change is the re-inclusion of Alexander Kabakov and Artem Kukharenko into the sanctions lists. Their exclusion from the lists was widely discussed. Public opinion agrees that in this case, we did not follow the criteria we had defined for ourselves. Kabakov and Kukharenko's repentance was not public enough, and the information they provided is not comparable in importance to their contribution in building the police state. 

Admitting our mistake, we return Kabakov and Kukharenko to the lists and expect further steps from them: an open and unequivocal condemnation of the war, repentance for cooperation with the Putin regime, and real deeds that can repair the damage they have done to society.
