EU Imposes Sanctions on Individuals from FBK’s Black Book

The EU has imposed sanctions on individuals listed in FBK’s Black Book. The Delegation of the European Union to the Russian Federation stated in an official Telegram post that the restrictions apply to those responsible for "serious human rights abuses, crackdowns on democratic opposition, and actions severely undermining the rule of law in Russia." Among them are individuals linked to the persecution of Alexei Navalny, Daniel Kholodny, Alexei Gorinov, Igor Baryshnikov, and others.

Notable figures added to the EU sanctions list:

  • Judge Mikhail Kazakov (designated FBK as "extremist" and liquidated Memorial)
  • Prosecutor Ekaterina Frolova (in 2021, supported the case against Navalny for "defaming a veteran"; in 2025, sought a 6-year sentence for Grigory Melkonyants)
  • Judge Margarita Kotova (sentenced Navalny to 9 years in a maximum-security prison in a fabricated fraud case)
  • Judges Olesia Mendeleeva (sentenced Moscow deputy Alexei Gorinov to 7 years for "fake news") and Olga Balandina (gave activist Igor Baryshnikov 7.5 years for "fake news")
  • Prosecutor Nadezhda Tikhonova (in March 2022, requested 13 years for Navalny in a fabricated fraud case; in September 2023, upheld Navalny and Kholodny’s sentences in the "extremism" case)
  • Judge Viktor Rogov (approved Navalny and Kholodny’s sentences)
  • Investigator Alexander Kemerov (led fabricated cases against Navalny and Lilia Chanysheva)
  • Moscow Regional Court Chairman Alexei Kharlamov (upheld the sentences of Oleg and Alexei Navalny in the "Yves Rocher" case)
  • Prosecutor Sergei Bogdanov (acted as state prosecutor in the "Kirovles" case against Navalny and Pyotr Ofitserov)
  • Judge Tatiana Molitvina (rejected Navalny and FBK’s lawsuits against Yury Chaika and media outlets Interfax-Russia and Slon.ru)
  • Judge Valentin Ershov (dismissed Navalny and FBK’s lawsuit against Prosecutor General Yury Chaika and Echo of Moscow)
