The Canadian government has imposed sanctions on all individuals included in ACF’s “Navalny List 50.” Canada is the first country to adopt the list in full, without any modifications.
“They didn’t even change the order — exactly as we requested. The list includes Mahmoudov, Warnig, Putin’s ex-wife, Gergiev, Karin Kneissl, and even Chubais and Potupchik,” noted Head of ACF Maria Pevchikh.
The sanctions include travel bans and asset freezes in Canada. Among those targeted are Vladimir Putin’s ex-wife Lyudmila Ocheretnaya and her husband Artur Ocheretny, Putin’s cousins Mikhail Putin and Mikhail Shelomov.
The sanctions also target former Rosnano head Anatoly Chubais. In 1996, Chubais offered Putin the role of deputy chief of The Administrative Directorate of the President and later played a key role in promoting him as Yeltsin’s successor. In return, Chubais enjoyed Putin’s protection for many years, securing high-ranking positions in government and in companies controlled by Russian oligarchs.
Tatyana Yumasheva, daughter of Russia’s first president Boris Yeltsin, and her husband Valentin Yumashev are also on the sanctions list. Following the 1996 presidential election, they became two of the most influential figures in Russian politics, actively lobbying for Putin to become Yeltsin’s successor — a move that served the interests of oligarchs eager to protect their corrupt wealth. Yumashev developed a close personal relationship with Putin and remained his informal adviser for two decades, while Russian oligarchs ensured the Yumashev family enjoyed a lavish lifestyle.
Also included in the updated sanctions list is conductor Valery Gergiev, a longtime close friend and supporter of Vladimir Putin. Gergiev has been implicated in financial misconduct and corruption in Russia. He acted as a trusted representative for Putin during the 2018 presidential campaign, which was widely criticized as non-competititve.
The list further includes Karin Kneissl, the former Austrian Foreign Minister now living in Russia, and Matthias Warning, former director of Nord Stream 2.

“We spent a long time carefully compiling the ‘50 Friends of Putin’ list, selecting people close to Putin who had not yet been sanctioned but who have played — or continue to play — a key role in sustaining the regime. And now Canada — the first major Western jurisdiction — has joined us,” Head of Political Projects at Navalny’s Team, Leonid Volkov, wrote on his Telegram channel.
“Navalny List 50” for Canada, the US, the EU, and the UK can be viewed here. These lists are part of the sanctions response to Alexei Navalny’s murder. They name individuals who are valuable to Vladimir Putin and crucial to his regime. The sanctions serve as a tribute to Navalny’s fight against the corruption that enabled this system.
