Montenegro to Review All Honorary Citizenships

April 30, 2025

Montenegrin Prime Minister Milojko Spajić stated that the government will scrutinize honorary citizenships to determine whether recipients have made genuine contributions to the country.

"If it turns out that honorary citizenships were awarded without clear criteria, it will undermine public trust in the rule of law and open the door to political corruption," he said.

FBK published an investigation into Andreyeva, who was granted Montenegrin honorary citizenship.

FBK lawyers have formally requested Montenegrin authorities to reconsider the decision. Activists supported FBK’s demand, staging a protest outside the Montenegrin government building and calling for Andreyeva’s citizenship to be revoked.
