The Anti-Corruption Foundation is calling for sanctions against Mkrtich Okroyan and his relatives, who are involved in producing components for weapons responsible for the destruction of cities in Ukraine, while simultaneously owning businesses and real estate in Europe. We have approached the European Union, Spain, and Poland, urging the imposition of European sanctions. Additionally, we have requested Poland to consider implementing national sanctions against them.
Okroyan serves as the chief designer at the Aero-Engine Scientific and Technical Complex "Soyuz," responsible for the development of aircraft engines, including those used in the Kh-555 cruise missiles used by Putin in the war with Ukraine. Beyond his role at Soyuz, Okroyan and his family own a design bureau. Additionally, they possess the Balashikha Casting Mechanical Plant, which manufactures aircraft components.
In February of this year, we informed you about the luxurious estate owned by the Okroyan family in England. It came to our attention that both Okroyan and his wife are residents of the United Kingdom, and their children have UK citizenship. The family owns a British company, Bento Minerals Europe Limited, which sells bentonite clay. The company also has a branch in Poland, which is managed by the Okroyan's brother Arutyun.
We have recently published a new investigation detailing some more European assets belonging to the Okroyan family.
One such asset is another British estate situated within the premises of an exclusive private golf club in Surrey County. The current estimated value of this mansion is around 10 million pounds or 1.2 billion rubles.
The family possesses a two-story estate in Spain, surrounded by a huge concrete fence. There is a well-maintained lawn, palm trees, a swimming pool, a tennis court, and a villa spanning approximately 2,300 square meters. The estimated value of this property is around 20 million euros or 2 billion rubles. The house is registered under the Okroyan family's Spanish company, Anna Global World SL.
Our initial investigation on Okroyan was released 8 months ago. We have submitted complaints to the UK government 3 times, urging immediate sanctions against the family. However, there has been no response.
Sanctions have only been imposed by the US. In Europe, where the Okroyan family reside and conduct business, no actions have been taken. Consequently, we have now requested the European Union to enforce sanctions against the family members and the Design Bureau “SOYUZ”. We are optimistic that Spain and Poland will initiate European sanctions against them, and additionally, Poland will implement national sanctions.
