ACF asks Montenegro, Switzerland, and Italy to impose sanctions against Putin's accomplices

February 09, 2023

The Anti-Corruption Foundation appealed to the authorities of Italy, Switzerland and Montenegro with a request to seize the assets of Putinist politicians and propagandists, who we told you about in our latest investigation.

For example, Morozov, a member of the State Duma, owns a villa worth approximately 300 thousand euros in Montenegro. It is registered in the name of his sister, Olga Nasibullina. Judging by her official earnings, Olga could not have possibly afforded such a villa herself. Another evidence that this real estate belongs to Morozov is his car parked on the lot.

We believe that Morozov deliberately registered the villa in his sister's name, so that she would not fall under the EU sanctions, which Montenegro has also joined.

Morozov himself was blacklisted by the EU immediately after the outbreak of the war. The sanctions regime, however, also allows restrictions to be extended to other people associated with the perpetrators of the war. That's why we asked the Ministry of Foreign Affairs of Montenegro to initiate the imposition of European sanctions against Nasibullina and seize all her property in the country.

We also applied to the Ministry of Foreign Affairs of Switzerland with a similar request concerning Lidia Slutskovsky, the daughter of the State Duma deputy and propagandist Oleg Matveichev. Lidia lives in Switzerland and, at least until recently, she worked at the head office of Globethics.net, which is based in Geneva. After our investigation was published, all references to Slutkowski were removed from the company's website. We did, however, save a screenshot of the website, taken in January 2023.

At the same time, Slutskovsky receives a salary at the Russian Vremya Foundation, which is owned by Matveichev and deals with the electoral projects of the United Russia party We find this unacceptable and believe that the Swiss authorities should ban her from entering the country and seize all of her assets.

The ACF investigation also shows a luxury villa in Tuscany worth about a million euros. It belongs to well-known Putinist propagandist Konstantin Kostin, former head of the Domestic Policy Department of the Presidential Administration. More specifically, the villa is registered in the name of his wife Olga, who was Putin's trusted representative in the 2018 presidential election.

Kostin is one of the most influential pro-Putin political strategists. He develops and defines the foundations of Russian politics. He is the author of the "Plan to Combat Navalny" and actively supports the war in Ukraine. At the same time, neither Kostin himself nor his wife have been sanctioned by the EU so far. We asked the Italian Ministry of Foreign Affairs to take measures to have them put on the EU sanctions lists and to seize the family's property in Italy.

We hope that the governments of Italy, Switzerland, and Montenegro will show intolerance towards warmongers and not allow them to evade sanctions and launder corrupt money on their territory.
